Noun.  A driver that does not compensate the throttle position of his vehicle for road conditions or terrain, invariable slowing down while going uphill (irritating other drivers), and speeding up while going downhill (preventing other drivers from passing), as if his foot were "made of lead," thereby "preventing him from adjusting the throttle's position.".
